  • Promotion of Craftsman Training Scheme through Government lTls/Private ITCs.
  • Capacity expansion of vocational training through establishment of lTls at the Government level/ through PPP at the Block level.
  • Upgrade lTls into Centres of Excellence under CSP scheme and in PPP mode through active participation of Industries and other stakeholders in the form of Institute Management Committee (IMC) to make vocational training industry responsive through financial assistance of Gol.
  • Processing of affiliation proposals for NCVT affiliation of different trades/    units under CTS pattern.
  • Periodical evaluations of lTls & lTCs to ensure standard of training
  • Modular Employable Skill training to school drop outs and unemployed mass to improve employability.

National Apprenticeship Training Scheme  

Implement Trade/Technician Apprenticeship Training programme under Apprentices Act, 1961 and Rules made there under in the Industrial / Technical establishment confirming to norms and standard laid down by the Central Apprenticeship Council.

An approach to 11th Five Year Plan

Human Resource Development: The approach to 11th Five year plan pertaining to this Directorate focuses on Human Resource Development commensuration to the need of massive industrialization in the State, evolving the strategies for standardizing the technical/vocational training for ensuring a vast pool of trained manpower, evolving a right policy for expansion of Technical Education & Vocational training in the State in the public sector with public private partnership. The spurt of industrial growth and the SEZs those likely to come up in the State necessitated the planning for quality manpower and human resources development with appropriate skill.
The Government of Orissa holds out a plethora of possibilities adopting therewith a pragmatic approach to usher in balanced socio-economic growth in the State through industrialization, appropriate harnessing of natural resources and maximizing the employment potential of the local workforce. As part of this vision, in the year 2001, the Government announced the Industrial Policy Resolution (IPR) and subsequent to that IPR-2007 and MSME Development Policy-2009, which marked a paradigm shift in the process of industrial growth and simultaneously human resource growth processes. The State has a vision of creating a congenial business climate to attract investment in industry and infrastructure projects; raising income, employment and economic growth; and reducing regional disparities in economic development. The State initiated active investment promotion initiatives in reaching out to the private sector with concrete investment potential in sectors such as mineral value addition, power generation, cement, agro-processing, IT/ITES, etc.

Orissa is playing host to the biggest new names in the business world in the field of Steel, Power, Aluminium, and Power Cement etc. The presence of such strong industrial players distinctly provides required synergy for human capital investment through establishment of Technological Universities, IIT, IIIT, IIM level institution to boost Research & Development (R&D) activities and providing managerial/Supervisory /skill workforce to the emerging labour market.

Availability of skilled manpower is most important for achieving the targets of higher productivity, accuracy, consistency and thus competitiveness for domestic and other sectors micro, small and medium manufacturing enterprises as well as process sector industries.
